On January 1st 2004, Zeeland had approximately 380,000 inhabitants across its thirteen municipalities. The municipality Terneuzen has the most inhabitants. After the merging of the three municipalities Axel, Sas van Gent and Terneuzen, the new municipality had 55,387 inhabitants. Middelburg was in second place with 46,375 inhabitants, followed closely by Vlissingen with 45,229 inhabitants. Goes was the fourth largest with 36,616 inhabitants. The smallest municipality is North Beveland, which had only 7,118 inhabitants.
The population of Zeeland can grow in two ways. Firstly, the number of babies born each year may exceed the number of people who die each day. Secondly, the number of people who settle down in Zeeland may be higher than the number of people leaving the province. Up until the middle of the seventies, there was a surplus of people leaving Zeeland. Apparently, Zeeland was not seen as an attractive area to live. Moreover, it seems that there were not enough varied jobs available in the area. The growth of the sea port industry has changed this. Until the beginning of the nineties, more people chose to settle in Zeeland. At the end of the nineties, the reduction in the world's economy had negative consequences for Zeeland, as a surplus of people began leaving again. During the last fifteen years, the population growth has been improving. From an economic perspective this has many advantages, but some people fear that it will have a negative effect on the area and its culture.
